Yes, if you are sixteen or older and there are ducks or geese involved — and of everything in your pocket on a hunting morning, this is the item with the most rules attached to a piece of paper the size of a postcard. It has its own calendar, its own signature requirement, and since 2023 its own legal electronic form. None of those three follows from the others, so they are worth taking one at a time.

The requirement first. Federal Duck Stamp required age 16+ is how the Fish & Wildlife Service states it: waterfowl hunters at or over the age of sixteen must possess a current signed Federal Duck Stamp along with their state licences and permits in order to hunt legally. It is additive, not alternative. No state licence, however comprehensive, satisfies it, and no guide's permit covers a client who does not have one.

The calendar is where people slip, because it does not match the season and it does not match the year. Duck Stamp valid July 1 – June 30 — the stamp runs July 1 through June 30 of the following year. A hunt in late January and a hunt the following November are on opposite sides of that line even though they feel like the same winter to a hunter. Anyone booking a trip either side of a summer should check the date on the stamp rather than the memory of having bought one.

Buying it in North Carolina is straightforward, and the state is on the list that matters. Federal E-Stamp sold through NC — North Carolina is one of the thirty state wildlife and licensing agencies selling the authorized electronic Federal Duck Stamp through their online licensing system, and that channel is open to residents and non-residents alike. For a visiting hunter that is the difference between a five-minute purchase and a detour to find a post office with stock.

The electronic version being legal at all is recent enough to be worth naming. Under the Duck Stamp Modernization Act of 2023, using an authorized electronic version of the Federal Duck Stamp for hunting is lawful. If your mental model of the rule was formed a decade ago, it has changed; the E-Stamp is not a receipt standing in for the real thing, it is the real thing in a different medium.

Which makes the remaining trap the physical one. Physical stamp must be signed — a physical stamp has to be signed on receipt to be valid for hunting or refuge entry, and a retail store sales receipt is not valid for hunting. An unsigned stamp in a wallet is, for enforcement purposes, not a stamp. Sign it in the shop, with the pen that is already on the counter.

One last point specific to hunting here rather than anywhere else. Inside Cape Hatteras National Seashore the stamp is not merely something you own, it is something you carry: the Park Service expects the state licence with the waterfowl privilege, HIP certification and the Federal Duck Stamp to be on your person. On public federal ground, the check is real and it happens in the dark.

Sixteen and over, signed, in date for the July-to-June window, and physically with you in the blind. Buy it electronically through the North Carolina system before you travel and the whole question disappears from the morning.
