How many hunters can be in a Seashore blind?

The answer is smaller than most groups expect, and it is the rule that most often reshapes a trip after it has already been planned. Party size on this coast is not set by how many friends want to come. It is set by the blind, in federal regulation, and no operator can widen it for you.

The rule sits inside the Seashore's blind provisions. Permanent blinds only on Bodie Island; blinds max 2 guns — permanent blinds are built exclusively by the Seashore and only on Bodie Island, temporary or portable blinds may be used on Hatteras and Ocracoke, and blinds are limited to two persons without a guide and three persons including the guide, with only two guns permitted in each blind. Read the last two clauses together, because they interact in a way that matters.

Two guns is the cap, full stop. A party of two without a guide is two hunters and two guns. A party with a guide is three people and still two guns — the guide is the third body and does not bring a third shotgun into the blind. So hiring a guide does not expand your shooting party; it adds someone whose hands are on calls, decoys and a dog rather than on a gun.

Now run the arithmetic for real groups, because this is where plans break. Four hunters is two blinds, which on Bodie Island means two separate draws going your way on the same morning. Six is three. A father, two sons and an uncle are not one hunt; they are two hunts, either side by side if the draw allows or split across two mornings if it does not. Deciding that in advance is far better than discovering it at five in the morning.

The rule also has a spacing dimension that shapes what 'side by side' can mean. The minimum distance between blinds in designated hunting areas is 300 yards unless natural screening justifies less. Three hundred yards is a long way to converse across. Two blinds from the same party are two genuinely separate hunts sharing a sunrise, which is worth setting as an expectation for anyone imagining the whole group together.

Why the cap exists is not mysterious. Safety in a small fixed structure with loaded shotguns and low-angle shooting argues for it on its own; so does the fact that the permanent blinds are a limited public resource that four people should not be able to consume as easily as two. Both reasons point at the same number.

One consequence for booking: ask how a guide handles a party larger than a blind before you pay a deposit. Two blinds, two mornings, or a guide plus a second experienced hunter running the other position are all real answers. 'We'll fit you in' is not one, and an operator offering it is offering to break a federal occupancy rule with you inside the blind.

The occupancy rule changes nothing about the rest of your obligations. Federal Duck Stamp required age 16+ applies to each hunter sixteen and over individually — a shared blind is not a shared stamp — and the daily limit is per hunter too: Daily duck bag: 6 with its species sublimits is counted by person, not by structure.

Two guns per blind, two people without a guide, three with one, and 300 yards to the next blind. Count your party against those numbers before you book, and split it deliberately rather than at dawn.
